Job Responsibilities*
The role is comprehensive, focusing on Human Resources (HR) strategy, staff management, organizational culture, and compliance. Key duties include:
1. Talent Management:
Recruitment and retention of staff (on/off structure).
Induction training and HR reporting to the CEO.
2. Performance Management:
Monitor, evaluate, and report employee performance via RBM IT system and manual systems.
Support Performance Improvement Plans (PIPs) and provide feedback.
3. Strategic Execution:
Translate strategy into actionable plans with clear goals, KPIs, and milestones.
Develop and implement annual capacity building plans.
4. Payroll & Compliance:
Prepare payroll and legal deductions in line with Rwandan labor laws.
5. Internal Disciplinary Committee (IDC):
Serve as IDC Secretary, coordinate disciplinary processes, and report quarterly to CEO.
6. Reporting & Meetings:
Weekly HR reports to Senior Management.
Organize staff general meetings and statutory board meetings.
7. HR Programs & Policies:
Plan and implement HR programs that align with RDB’s strategic objectives.
8. Culture & Engagement:
Promote RDB values, professional conduct, and employee engagement.
Lead initiatives for staff wellness, sports programs, and social schemes.
9. Leadership Development:
Identify and develop leadership potential within teams.
Coach and mentor direct reports.
10. Conflict Management:
Resolve staff disputes and guide managers on amicable solutions.
11. Other Duties:
Lead organizational improvement projects and undertake other tasks as assigned by management.
Qualifications
Degree Required Experience
Master’s in Human Resource Management 3 years
Master’s in Business Administration (HR specialization) 3 years
| Bachelor’s in Public Administration 5 years
| Master’s in Public Administration 3 years
| Bachelor’s in HR Management 5 years
Bachelor’s in Business Administration (HR specialization) 5 years
Key Competencies & Skills
Technical & Professional Skills:
HR certifications and training in leadership/industrial dispute management (advantageous)
Knowledge of Rwandan labor laws
Experience in HR management in similar organizations
Ability to assess training needs and manage employee development
Strategic decision-making, negotiation, and policy development skills
